The Sustainable Development Goals (SDGs) are the seventeen goals the world's governments adopted at the United Nations in 2015 as a shared agenda for 2030, covering poverty, health, education, climate and more. One of them, SDG 6, commits the world to clean water and sanitation for all.
This article makes the case that water is more than one goal among the seventeen. It looks at five of the SDGs in particular, because their success depends on water more directly than most. Four of these five stand on water, and a fifth carries it:
Together, these five are the foundation SDGs: they define what water holds up and what holds water up. Erode the water and the foundation cracks. Target 6.1, safe and affordable drinking water for all, is where the strength of that foundation shows first.
Why this article matters to FairAction
FairAction is a research-led water charity advancing SDG Target 6.1: universal and equitable access to safe and affordable drinking water for all. The foundation goals are where that work meets its widest context. The inequality this article describes is what our community-by-community mapping in Nigeria documents in the field: the divide between places where the tap arrived and places where it never did.[2] The partnership question is one we have studied directly, in peer-reviewed research on how uncoordinated aid can undermine the very services it funds.[10] And durability, the thread running through every section below, is the problem the FairAction Model exists to solve.
We do not claim that water alone secures equality, ecosystems, or peace. We claim that each of these outcomes weakens where the water underneath it is contaminated, contested, or unreliable. That is where our work sits.
Where the foundations stand today
Between 2015 and 2024, global safely managed drinking water coverage rose from 68 to 74 per cent. Rural coverage rose ten percentage points, from 50 to 60 per cent; urban coverage held steady at 83 per cent.[3] The remaining gap of 2.1 billion people without safely managed drinking water is not evenly distributed: it concentrates in the least developed countries, where people are more than twice as likely to lack access, and low-income countries would need a sevenfold increase in the pace of basic water progress and an eighteenfold increase for basic sanitation to reach universal access by 2030.
Wetlands, groundwater, and marine ecosystems are under equivalent pressure. The Global Wetland Outlook 2025 records that around 12 per cent of Ramsar Sites, the international gold standard for wetland conservation, are in declining ecological condition, and that wetland deterioration is most severe in Africa, Latin America, and the Caribbean.[4] Violence over water reached a record high in 2024, with 420 documented incidents, nearly a 20 per cent rise on 2023 and roughly seventeen times the level recorded in 2000.[5] The foundation is under measurable strain. The article walks the five SDGs where that strain shows.
Reduced inequalities
Water inequality is one of development's widest and most measurable divides. The JMP measures it directly: people in the least developed countries are more than twice as likely to lack access to safely managed drinking water as those in higher-income countries, and within countries, the gap between the poorest and richest wealth quintiles is often larger than the gap between rural and urban areas.[3]
This is not about deprivation alone; it is about distribution and justice. In many places, the poorest households pay more per litre for water from informal vendors than the richest households pay for treated municipal supply. The people who most depend on shared water resources have the least say in how those resources are managed. Where water inequality persists, other inequalities compound on top of it, from health outcomes to educational attainment to economic mobility. On this evidence, water inequality has a strong claim to be reported alongside income inequality as a primary indicator of whether the development compact is being delivered.
Life below water
The connection between freshwater management and marine ecosystem health is direct and under-appreciated. UNEP estimates that around 80 per cent of marine pollution originates on land, and that around 80 per cent of the world's wastewater is discharged into the environment without treatment.[6] In 2022, 42 per cent of household wastewater globally, an estimated 113 billion cubic metres, was released to the environment without safe treatment, according to UN-Water's 2024 monitoring update.[7] More than 11 million tons of plastic enter the seas each year, much of it flowing through rivers into coastal waters.[6]
The implication is that ocean protection is a household sanitation question. Coastal ecosystems supporting an ocean economy valued at three to six trillion US dollars per year are being degraded by wastewater flows from communities that lack the sanitation infrastructure to prevent it.[6] Marine conservation funders working on coral bleaching, harmful algal blooms, and coastal habitat loss are working downstream of a household sanitation gap that most of them do not fund. Closing that gap is where their most cost-effective marine intervention often sits.
Life on land
Terrestrial ecosystems are structurally water systems. Wetlands regulate flooding, filter contaminants, sequester carbon, and support biodiversity at scales the Ramsar Convention has spent five decades documenting. The Global Wetland Outlook 2025 estimates that the net present value of maintaining and managing existing wetlands to 2050 exceeds 205 trillion US dollars, and yet around 12 per cent of Ramsar Sites are in declining ecological condition and wetland deterioration is accelerating in most regions.[4] A Nature Climate Change study modelling 1,250 inland Ramsar sites projected that under high-emissions scenarios, the number of sites experiencing area loss of over 10 per cent could rise by 148 to 243 per cent by 2100.[13]
Groundwater is the terrestrial equivalent. Around a quarter of the water used for irrigation and half of all freshwater withdrawn for domestic use globally comes from groundwater.[8] Aquifer depletion is a slow-moving crisis with long recovery times and few visible warning signs until the resource is effectively lost. Managing land and water together is not a policy preference; it is the operational condition on which SDG 15 outcomes depend.
Peace, justice and strong institutions
Water and peace are structurally linked. The Pacific Institute's Water Conflict Chronology recorded 420 water-related violent incidents in 2024, nearly a 20 per cent rise on 2023 and roughly seventeen times the number recorded in 2000. In 2024, 61 per cent of incidents were attacks on water infrastructure, 34 per cent stemmed from disputes over water access or control, and 5 per cent involved the deliberate use of water as a weapon of war.[5] The Middle East, South Asia, and Sub-Saharan Africa carry the concentrated share. Subnational conflicts between farmers and pastoralists, urban and rural users, and religious and clan groups far outnumber transboundary incidents.
Where water becomes scarce, contested, or weaponised, institutional legitimacy is undermined at the point where communities most need it. Where water is available reliably and equitably, community trust in institutions is one of the most durable dividends of the investment. There is a case, on this evidence, for peace and justice funders to treat durable water service in fragile contexts as part of the peace agenda rather than as an infrastructure adjacency.
Partnerships for the goals
SDG 17 is different from every other goal in this article, and honesty requires saying so. It is not an outcome that rests on water. It is the implementation framework for the entire 2030 Agenda: the finance, technology transfer, capacity-building, trade, and data cooperation through which all sixteen other goals, water included, get delivered. The United Nations estimates the annual financing gap across the SDGs at around four trillion US dollars, and SDG 17 is the goal that addresses it.
Water does not underpin partnership. Partnership underpins water.
Every borehole, kiosk, and treatment plant in a low-income community exists, or fails to exist, because of how finance, technology, and cooperation did or did not reach that community. One illustration of the stakes sits in shared waters: 313 rivers and lakes and 468 aquifers are shared by two or more countries, transboundary rivers carry around 60 per cent of the world's freshwater flows, and river and lake basins are home to more than three billion people.[9] Yet the global average of the SDG 6.5.2 indicator, the proportion of transboundary basin area covered by operational arrangements for cooperation, has been stuck at 59 per cent since the first monitoring exercise in 2017. Only 43 of 153 UN Member States have operational arrangements in place for 90 per cent or more of their shared rivers, lakes, and aquifers.
Partnership is not a soft goal; it is the operational condition on which delivery depends, and it can fail at every scale. At the community scale, FairAction's own peer-reviewed research documents one failure mode directly: uncoordinated donor projects arriving in the same community can undermine the sustainability of the very services they are meant to reinforce.[10]
FairAction's own answer to SDG 17 is participation. The research behind the FairAction Model is published openly in peer-reviewed international journals. The structure that carries it is a partnership in itself: Clean Water For All (CWFA) owns the intellectual property behind the framework and the Target 6.1 Map, the publicly accessible platform carrying the community mapping data, and licenses their use to FairAction. Developed by a Global-South-led organisation and validated in Nigerian field conditions, the framework is built to be shared and adapted. This is the form of partnership the goal describes: knowledge, technology, and evidence moving to where the delivery gap is largest.
The foundation is only as strong as the water that underpins it
Four of the five SDGs above share a common architecture: water is not the outcome but the substrate on which the outcome rests. Equality, ecosystems, and peace sit on top of a water system that either functions or does not. The fifth, SDG 17, completes the structure from the other side: partnership is the substrate on which water itself rests. Where the water works, the foundation holds; where it fails, the foundation cracks, and the outcomes that depend on it become fragile. Contested water becomes a source of conflict, not cooperation. Polluted water degrades ecosystems, not just utility supply. Inequitable water access compounds every other inequality it intersects.
These are not five separate arguments. They are expressions of one structure: what water holds up is only as strong as the water, and the water is only as strong as the cooperation that delivers it. And where the foundation cracks, the first felt experience of the failure is at the household tap. When ecosystems degrade, communities that depend on them lose the water they drink. When peace fails around shared water, the household is where the shortage becomes acute. When partnerships collapse, the community waiting for the borehole that never came pays the cost. Target 6.1 is where the foundation's failures are felt first, and it is where investment protects the most outcomes at once.
Three FairAction positions
The following are three positions FairAction holds. We are a water charity, so a reader is right to expect us to argue that more of the world's attention and money should flow toward water; we would say that. The case below does not rest on our saying it. Each position is grounded in evidence a reader can check independently, and each is contested within the sector. We set them out because we think the contest matters, not because the conclusions happen to favour our field.
Water inequality should be reported alongside income inequality
Development monitoring tracks income inequality routinely and water inequality peripherally. FairAction's position is that this is the wrong balance. Water inequality is measurable, comparable across countries, and structurally upstream of most other inequalities the SDG framework commits to reducing. Aggregate development reporting should treat water access disparities between wealth quintiles and between rural and urban populations as a primary indicator, not a technical footnote to the WASH sector.
Marine and freshwater ecosystem protection should count household WASH investment as a primary intervention
Marine and freshwater conservation funding typically concentrates downstream: reef protection, biodiversity monitoring, marine protected areas. FairAction's position is that the highest-leverage marine and freshwater intervention available in low-income coastal geographies is often the household sanitation investment upstream. Ocean conservation without WASH investment is treating the symptom while leaving the cause unaddressed, and the two agendas should share the same budget lines.
Aid coordination is a first-order sustainability question, not a soft partnership goal
The sector treats coordination among funders and implementers as a good-practice preference rather than a design constraint. FairAction's own field research documents that uncoordinated donor projects can actively undermine the sustainability of paid-service water infrastructure by introducing free-use alternatives nearby, without the accompanying financing model to sustain either.[10] The lesson is that partnership at the operational level is not a slogan; it is what determines whether investments in dependent SDGs actually accumulate into durable service. SDG 17 is where SDG 6.1 is delivered, or is not.
What FairAction does about it
The mechanisms this article has walked are why the FairAction Model was built the way it was. The problem the Model is designed to solve is not the absence of water investment. More than 46 per cent of water projects in Nigeria have been documented as failed and abandoned.[2] Of the 1,700 communities FairAction has mapped in Oyo, Osun, and Ekiti states, 49.8 per cent lack any improved water source at all, and roughly one in four is a community where an investment was made and lost. The Model is designed to convert investment into water service that lasts long enough to hold the foundation on which the SDGs downstream, from ecosystems to peace to partnerships, actually rest. It integrates three functions as a single connected practice.
Diagnose and design
Each community is understood on its own terms before any solution is committed. The diagnostic work is grounded in a systematic review of the literature and the on-the-ground mapping of more than 1,700 communities, from which FairAction has catalogued 265 sustainability challenges across 52 themes and six root causes.[1] The predictive logic the Model runs on is formalised in FairAction's Predictive Iterative Sustainability Model.[11]
Implement and learn
Each FairAction infrastructure represents years of preparatory research before the build and live longitudinal monitoring after, capturing performance data that a conventional water project never generates. The longest-running site has produced more than four and a half years of continuous performance data, with 100 per cent sustainability and 98.7 per cent reliability over that period. FairAction's peer-reviewed research on aid coordination, drawing on this operational evidence, has formalised how uncoordinated donor projects can undermine sustainable service financing.[10]
Strengthen and scale
What is learned in each deployment is held inside the Model and used to expand FairAction's work in Nigeria. What works is shared and adapted to new regions through frameworks, tools, and partnerships. The underlying research has been published across peer-reviewed international water journals[1][2][11] and developed through an Industry Doctorate Programme with the University of Technology Sydney.
This is the architecture by which FairAction translates the foundation argument into a working system. Reliable rural water service is the substrate on which the foundation SDGs rest, and the household tap is where its failure is felt first. The Model exists to make that service durable, and to make the partnerships around it hold.[12]
Back to the household tap
Water runs through all seventeen Sustainable Development Goals. Health outcomes and education begin where water is safe and reliable. Gender equality depends on water service that women can rely on close to home. Poverty and hunger deepen where water fails. Energy, work, cities, and climate are multiplied or constrained by the water beneath them. Equality, ecosystems, and peace rest on the same foundation, and partnership is what builds it. Across all of them, the point where each goal's success is finally felt is the household tap.
That is not a rhetorical claim. It is the thread that runs through the framework. Target 6.1 (safe and affordable drinking water for all) is a point of exceptional leverage because it is where water's failures land and where its gains show up first. Prioritising 6.1 does not diminish the other sixteen goals; it strengthens them all. And the Model that delivers 6.1 durably is FairAction's contribution to both the goals water multiplies and the foundation they stand on.
What this means for Target 6.1, and its funders
If you fund equality, ecosystems, peace, or partnership, this is a case for treating sustainable water service as a primary intervention rather than an adjacent concern. Equality, ecosystems, and peace are vulnerable to water failure and supported by water that lasts; partnership is how that water gets delivered. In the geographies where these goals are most off track, few marginal contributions return more than a water system that keeps working in year three, year five, and year ten.
